It&#39;s no secret that the City&#39;s infrastructure is in dire need of attention. We&#39;ve developed this page as a landing spot for the community to find updates on local infrastructure projects, to provide an opportunity to ask questions of City staff, and as an avenue to share information and collect feedback on infrastructure priorities.There is a lot currently going on with respect to City infrastructure upgrades, and we are working to be as transparent with information as possible. If there&#39;s a question you have, or project you&#39;d like to know more about, please don&#39;t hesitate to reach out in the Questions area below, or by contacting our Communications Office.Contact information: Veronika Stewart, Manager of Communications, Engagement and Social Development (250) 627 0976 <a href="mailto:veronika.stewart@princerupert.ca">veronika.stewart@princerupert.ca</a> <h2>What is the scope of the problem?</h2>Due to the age and condition of municipal infrastructure, Prince Rupert has a significant amount of infrastructure, especially in our water/sewer/road utilities, that should be replaced in the near future, as it is past life expectancy. Estimates place the total cost for current replacement needs at over $600 million, broken down by infrastructure type in the figure below.Infrastructure Replacement Need<img src="https://s3.ca-central-1.amazonaws.com/ehq-production-canada/4c16ba449f966e2eef48f6cba8637304b252fe5d/original/1674842647/b9d26f742cb723bdb00403d95e95121a_asset_replacement.png?1674842647" style="width: 694px;" class="fr-fic fr-dib"> These overwhelming figures exists despite the fact the City has been making headway to renew critical water and waste infrastructure through the replacement of both our 100 year old dam, and development of a new landfill cell.Although many communities across Canada have high infrastructure needs, Prince Rupert has additional revenue challenges unique to our community - including the restrictive nature of the Port Property Tax Act on our industrial taxation capacity, instability of Payment in Lieu of Taxes (PILT) payments from the Prince Rupert Port Authority, a lack of Resource Benefits Agreement with the Province that would help transfer a higher proportion of industrial income taxes to the municipality, and the requirement to subsidize the airport ferry by over $1 million/year.<h2>So, what&#39;s the plan for infrastructure? </h2>To address known infrastructure needs head on - the City has commissioned an Infrastructure Replacement Strategy based on known age and condition of City infrastructure - specifically focusing on water pipes, which has both the highest likelihood and highest impact of failure. This strategy will be shared over the coming months, and will set the trajectory and priority for future infrastructure spending over the next five years. This process had been initiated prior to the Local State of Emergency, because the City is keenly aware of the escalating need to address local infrastructure. In addition to developing the strategy, the City has also been advocating for additional resourcing from higher levels of Government to implement it.In December, City Council also adopted a related Asset Management Policy and Roadmap that is helping to support the development of the Replacement Plan. (It&#39;s the &quot;how&quot; to our Infrastructure Replacement Strategy&#39;s &quot;what&quot;). You can find that in the &quot;Documents&quot; section of this page. Following the adoption of the policy, our newly elected Council held their first strategic planning session to set about prioritizing community needs for the next few years. The 2023-2025 Strategic Plan has now been finalized and presented to Council, which includes significant infrastructure priorities. To help support community understanding, we&#39;ve highlighted some of the key infrastructure projects that we&#39;ve pulled from the report and listed below. (Please note - the Strategic Plan addresses more than just infrastructure - and tackles a broad picture of community needs. See Document Section for the full Strategic Plan document).<h2>What are the main infrastructure areas that the City is addressing within our strategic plan for 2023-2025?</h2>The following is a list of key infrastructure priorities identified in the City&#39;s Strategic Plan for 2023-2025:<ul><li>Complete and implement Asset Management and Infrastructure Replacement Strategies, as well as streamlined asset data collection policy.<ul><li>Project Status: Under way, with near completion of asset age/condition inventory as well as replacement priority for water infrastructure. City now advocating to upper levels of government for funding needed to act swiftly on replacement.</li></ul></li><li>Proceed with pursuing water treatment for the City and securing sufficient funding<ul><li>Project Status: Under way - with $20 million in secured grant funding - however due to cost escalations, anticipated to be a minimum of $12 million more than the $30 million originally budgeted. Additional questions regarding this project are answered in the <a href="https://engage.princerupert.ca/community-infrastructure-replacement/widgets/141436/faqs#27771" rel="noopener noreferrer" target="_blank">FAQ Section.</a></li></ul></li><li>Proceed with developing sanitary sewer treatment and securing sufficient funding<ul><li>Project Status: Applied for grant to introduce sewage wetland treatment system in Omineca Avenue area, servicing approximately 100 homes. (For more information - see the video, right)</li></ul></li><li>Continued relocation of Public Works<ul><li>Project Status: Under way. Construction scheduled to start in early 2023. Relocation required due to current facility conditions.</li></ul></li><li>Continued construction of the RCMP building<ul><li>Project Status: Mandated, and under way with the award for construction granted to Coast Tsimshian Northern Contractors Alliance (CTNCA). For more information, check out our <a href="https://engage.princerupert.ca/rcmp-project" rel="noopener noreferrer" target="_blank">project page</a>.</li></ul></li><li>Explore and pursue development of a new Fire Hall Building (subject to securing adequate funding and priority review).<ul><li>Project Status: Currently very early in the process of determining potential costs, scope and partnership opportunities for this project.</li></ul></li><li>Continue to pursue negotiations and advocacy with the Federal and Provincial Government to ensure the City has the revenue sources required to run the city and service industry.<ul><li>Project Status: Under way - The City has had several meetings over the past few months with Provincial representatives to advocate for additional revenues to address critical infrastructure needs, as well as the limitations on our ability to collect fairer revenues from certain local industry.</li></ul></li></ul>Don&#39;t see a specific street that you&#39;re hoping will be repaved? That&#39;s because that level of detail is something that may not be immediately available, but additional information on which corridors are slated for replacement first will be a part of future communication efforts.<h2>What has the City already been doing to address the deficit?</h2>Our primary focus has been the replacement of the 100 year old dam and supporting infrastructure - with the City now in the process of engineering and design for water treatment. In conversations with Northern Health and the Province, it was well understood that securing the water supply at its source was the first priority, because without renewal of the dam, the entire supply would be at risk.Alongside critical water source infrastructure renewal, in the past 5 years, we&#39;ve managed to address the following infrastructure needs, based on a phased approach that dealt with what were considered some of our most critical, or mandated needs first:<ul><li>Completed and commission a new 40+ year landfill cell</li><li>Completed Phases 1 and 2 of our waterworks project - the replacement and burial of a major section of the watermain that goes from our Woodworth Lake dam down towards Shawatlans Lake, and construction of an access road; Once the access road was complete, the City and our contractors completed the replacement of our 100 year old dam. (For additional information, see our update videos in the right column)</li><li>Initiated the mandated replacement of the RCMP Station, securing a $25 million loan to complete the project. (For additional information, go to our <a href="https://engage.princerupert.ca/rcmp-project" rel="noopener noreferrer" target="_blank">project page</a>)</li><li>Increased our roads budget, however this is still a priority area that will need additional funding to get ahead of necessary repairs and improve overall road conditions;</li></ul>Despite the above-noted efforts, significant investments continue to be needed in all areas of our local infrastructure to ensure the continued livability of Prince Rupert for Rupertites and to support projected economic growth.

Community Infrastructure Replacement

Parking can undeniably be a hot button issue in Prince Rupert. Couched between the ocean and mountains, our community has a limited urban footprint, and many roadways developed when horse-drawn carriages were still the main form of transportation. Older roadways, including downtown thoroughfares like 3rd Avenue, are therefore narrow, with buildings quite close together and few opportunities for off-street parking development. That said, the compact nature of our community is also an asset. Prince Rupert is incredibly walkable, with plentiful pathways that interconnect different areas. What feels like an obstacle today will give us a head start in the future us as more and more places begin to focus on densifying and making room for active forms of transportation to meet climate change objectives. That said, we know that as a community, we aren&#39;t quite there just yet. Individual vehicle use is still the primary way Rupertites get around, so we are looking to improve general parking availability and turnover in our high-traffic areas, but also opportunities to accommodate and encourage alternative modes of transportation like cycling, bussing, walking, and more. Because of the way the community is built, solving the parking &#39;problem&#39; will involve making changes on multiple fronts - some short term, and some over the longer term. Towards that work, the City has now adopted an Interim Parking Management strategy (see list of Documents, right), which lays out a number of proposed changes to help improve the parking situation here over the next 1-3 years. Some changes we will be able to act on quickly, while others may take a bit longer and have a more involved public engagement process. To ensure residents are aware of what is planned and what&#39;s happening, we&#39;ve developed this landing page to keep you updated on parking-related proposals and changes as they arise. <h3>So what is the Interim Parking Management Strategy? </h3>Prince Rupert City Council has approved an Interim Parking Strategy to guide actions regulating parking in the downtown core over the next 1-3 years, with longer term parking management included as part of the <a href="https://engage.princerupert.ca/connect-rupert-transportation-plan/" rel="noopener noreferrer" target="_blank">Connect Rupert Transportation Plan</a>. Note that this interim strategy is intended to inform further policy development&mdash;and that policies like the removal of minimum parking requirements in certain areas would require a Zoning amendment and associated public process. What are some of the major changes being proposed?<ul><li>Maximization of parking on 2nd and 7th Streets, using tools such as changing time restrictions, to serve longer term users and free up street parking along 2nd and 3rd Ave. <ul><li>Following the adoption of the strategy, time limits along a portion of 2nd Street have been increase to 4 hour maximum parking limits.</li></ul></li><li>Seeking opportunities to develop public parking lots in the City Core as needed to serve longer term users through land acquisition or conversion of municipally-owned lots. </li><li>Development of a Parking Wayfinding Strategy - to help residents better understand local parking regulations and availability - which would include improved advertising of existing downtown spaces, especially as an option for downtown employees. Please see the Parking Wayfinding Brochure, which includes a map of all the different time limits and applicable regulations and parking opportunities in the downtown, Cow Bay and Rushbrook areas, in the <a href="https://engage.princerupert.ca/32153/widgets/131714/documents/96540">Documents section of this page.</a></li><li>Proposed removal of parking minimums from a parking specified area (PSA) downtown, providing there is no loss of existing spaces. This will require an amendment to our Zoning Bylaw, and will have opportunity for public comment. Council gave First and Second readings to a proposed Bylaw Amendment in October of 2022, and the Public Hearing was held January 23rd, 2023 at 6 pm in Council Chambers. Additional consideration of this Bylaw will be held at an upcoming meeting of Council. </li><li>Encouragement of shared parking agreements between private businesses, or between private businesses and the City, to optimize existing off-street parking. This can be done through the establishment of a Commercial Stall Lease License or other format administered by the City.</li><li>Continuation of work with the Province to redesign 2nd and 3rd Avenues W to add angled parking and implement a bike lane.</li><li>In addition to existing plans for EVs, EV charging infrastructure can additionally be implemented in both private and public parking spaces. This management action may include increasing the required minimums of electrified stalls within our zoning bylaw, or by identifying areas within the City for new charging stations in order to direct new development. </li><li>Investigation of how to increase enforcement actions to encourage the efficient movement of traffic/parking in short-term areas. This includes updating parking management to provincial adjudication and collections process (currently underway), increasing options for payment, and increases to fines and discounts for early payment. </li></ul>Have more questions? Check out our FAQ section or download the FAQ and Information Sheet from the Documents Section. <h3>What about Rushbrook Parking Lot?</h3>The City of Prince Rupert maintains and operates the Rushbrook parking area and boat launch for the benefit of our waterfront community. We know that waterfront access is of key importance to Rupertites and visitors alike, and so this area is a key local offering for quick access to the ocean from a central location. Parking fees are collected in the Rushbrook parking lot, Annual Pass-holder parking lot, and along George Hills Way, with all revenues being redirected back into the maintenance of the dock and surrounding area. Connect Rupert is name of the Transportation Plan that the City is developing. Connect Rupert will provide an opportunity for the City to take stock of all forms of transportation in Prince Rupert today, plan for the future, and strategically guide its growth today and over the long-term.The plan will establish a strategic vision that will guide the City&rsquo;s transportation and land use decisions as well as public investments over the next 5-10 years and beyond. It will help guide the City towards its vision of being a world-class port city that is vibrant, resilient, and sustainable. As a port city that is continuing to grow in its role in importing and exporting goods for the rest of the country, the plan will need to balance both the city&rsquo;s commercial and personal transportation needs.The plan is a crucial step towards creating a transportation network that serves community members of all ages and abilities and will support the bold visions in recent and existing initiatives, including the recently adopted Official Community Plan and the 2030 Vision document.The Transportation Plan will be developed through a five-phase process over 12 months. Connect Rupert: Transportation Plan

Prince Rupert is a beautiful coastal city, and with anticipated population growth, there will be growing needs for parks, outdoor recreation, and public open spaces. The City of Prince Rupert is preparing Rupert Plays, Parks and Outdoor Recreation Plan to guide planning and decision-making over the next five to ten years.Rupert Plays will identify opportunities to enhance the pedestrian experience along trails and the waterfront, locations for new parks, parks to upgrade, and connections between parks, other destinations, and surrounding communities. Another goal is to enable Prince Rupert residents and visitors to more easily enjoy the natural beauty of Kaien Island.Rupert Plays will align with existing plans, and work towards the City&rsquo;s vision of becoming a world-class port city that is vibrant, resilient, sustainable, and a place that the community is proud to call home.
